THE National Police Commission (NAPOLCOM) completed its Zero Case Backlog after resolving the final six cases during its last Summary Dismissal and En Banc Session for 2025, ending more than 25 years of pending complaints.
NAPOLCOM said around 4,000 cases were resolved in total.
Vice Chairperson and Executive Officer Commissioner Rafael Vicente Calinisan said the remaining cases involved serious offenses and were unanimously decided, all resulting in the dismissal of the police officers concerned.
Among the cases resolved was an 18-year-old sexual assault complaint in Marikina involving a fellow police officer, which led to the dismissal of a police sergeant and a patrolman. Other cases included falsification of documents, homicide, grave threats, violence against a partner, illegal detention, and fatal shooting incidents, some dating back to 2007.
“All of these cases were resolved for the dismissal of the policemen involved in these cases. ‘Yung pag-ubos ng case backlog ng NAPOLCOM hindi naman ito laban sa pulis. Ito ay pagbibigay ng hustisya,” Calinisan said.
He said clearing the backlog benefited both complainants and police officers, noting that some cases involved innocent officers facing harassment complaints. “So when we resolved these 4,000 cases, we gave hope… Pero ‘yung pulis na abusado siya ay tanggal na sa serbisyo. ‘Yun ang hustisya na kailangan maintindihan ng ordinaryong tao,” he said.
Interior Secretary Jonvic Remulla said clearing the backlog fulfilled NAPOLCOM’s mandate as the civilian oversight body of the Philippine National Police.
On the missing sabungeros case, Calinisan said deliberations were completed and a decision was ready, but would be released cautiously.
“Hinay-hinay lang po basta pangako ng buong NAPOLCOM meron pong hustisya,” he said.
NAPOLCOM said it will release its decision on the case at the appropriate time, assuring the public that accountability remains a priority.
