Contractor Discaya surrenders over ghost project charges

CONTRACTOR Sarah Discaya surrendered to the National Bureau of Investigation as she faces charges over an alleged P96.5-million ghost flood control project in Davao Occidental.

NBI Acting Director Lito Magno said Discaya appeared at the agency’s Pasay City headquarters hours after President Ferdinand Marcos Jr. announced that an arrest warrant against her was expected this week.

“She appeared in the morning and asked to be placed under our jurisdiction without delay,” Magno said.

Discaya’s lawyer, Atty. Cornelio Samaniego III, called her surrender a “strategic legal move” rather than an admission of guilt.

The Ombudsman earlier filed malversation and corruption charges against Discaya and several co-accused. The cases, initially filed in the Digos Regional Trial Court, have since been transferred to a Malita court in Davao Occidental.

Magno also confirmed that eight DPWH officials linked to the Culaman Flood Control case surrendered to NBI SEMRO XI on December 7.

“All eight officials executed letters of voluntary surrender and placed themselves under NBI custody, affirming their intent to face the legal process,” he said.
